There has been a lot of miscommunication from ebay to buyers and sellers regarding the dsr or star ratings, for example letting the buyer believe that a 4 star rating is a good rating while in actuality anything below a 5 star rating si considered unsatisfactory and if enough 4 star ratings are accumulated within a 30 day period, in which the average of any of the 4 catagories falls below 4.3 the seller is suspended from selling until that average rises above the 4.3 threshold, usually 30 days. For small sellers, it would only take a few well meant 4 star ratings to get the seller suspended.
